Donald Trump is broadly right about our failed trade policies since 1993, and working people across America know it. It could get him reelected in 2020, no matter how this current fight with China turns out. Workers believe that Trump is fighting for their jobs. The problem is that he is doing it by executive action and declaring a state of emergency. That means it's purely temporarily and will go away if a neoliberal trade person, following policies promoted by Clinton, Bush, and Obama, becomes elected president in 2020. Therefore, no business person in their right mind is going to build a new factory in America while all the current tariff protections are only temporary.

True trade policy that would take us back to strong jobs like we had in the 1940s through the 1970s requires Congress passing tariff or VAT tax laws, and Trump doesn't know how to do that. His incompetence is hurting this country, while it might help him get reelected with blue-collar workers. And that is the worst of all worlds.
