President Obama has said his healthcare reform  will lower costs and widen coverage. He is counting on an "individual mandate" to achieve these goals. We have to have individual mandates that are subsidized for everybody below the average household income. If we don't require everyone to participate, coverage won't be universal and there will be no pressure for a public option.  This is like Vietnam and the draft - only when it affects everyone - then everyone will care.
