  [Arlen Specter]: "Did the conduct of Monica Goodling or Kyle Sampson or John Nowacki in politicizing the appointments of people like immigration judges or members of the Board of Immigration Appeals, did that constitute a violation of criminal law?"
  
  [Glenn Fine]: "I don't believe it did, Senator Specter. I believe it violated constitution of department policy and federal civil service law which is civil law but not criminal law. It's not a criminal statute."
  
  [Arlen Specter]: "Was there anything in your investigation to suggest that there's a basis for criminal prosecution for making false official statements? "
  
  [Glenn Fine]: "We looked at that carefully and in our judgment and the judgment of prosecutors, experienced prosecutors who worked on this case for us, we did not think there was a sufficient basis for criminal prosecution for false statements for anyone. We also noted we don't think that Monica Goodling made false statements at Congress. But we also noted she has immunity and so the use of any testimony or the fruits of any testimony would be prohibited. But having said that, I will say that we do not believe that the conduct that we found in our report constituted criminal violation. It was a violation of civil law and department policy."
